How to make preview the default action

Before installation of a particular graphics utility, "preview" was the
default action for image files such as .jpg. After installation of the
utility (an image-manipulation program), "open" is now the default
action. I would like to restore "preview" as the default, but I don't
know how. In Explorer, if I go to Tools|Options|File types tab, then
select .jpg files and click "Advanced," Preview is not even one of the
actions--although Preview does appear in the context menu for .jpg
files. So I don't know how to make it the default. Note that I don't
want to change the file association--I still want that utility to open
the file if I choose "open". I just want it to preview (with the Picture
and Fax Viewer) when I double-click the file, instead of opening. Help!
TIA - JR

Nope. (It's already there in mine.) I don't want to enable
Preview--Preview is already enabled. I want to make Preview the default
action so that if I double-click I get Preview instead of Open. - JR

Try this.

Open Control Panel, Folder Options applet
Click the File Types tab
Scroll down and select the file type from the list.
Click the Restore button at the bottom
From...
