How to make photo's a specific size

I have been trying to modify a small photo to use as an icon in one of my
wife's newsgroups.(These are the photo's next to your name).
The sight specifies a photo no more than 100x100 pixels and no more than 10
kb.in size.
I scanned the photo in, (it showed up as a jpeg), and of course when I tried
to adjust it down to the proper specs. in paint it became a btmp.
I can get it down to the proper 100x100 pixels but the size is just over the
limit of 10 kbs.
I have tried paint, irfanview, mgi photosuite etc. but still cant get it
right.
I'm new to working with pictures much less trying to edit them so I'm sure
I'm doing something wrong.
Can anyone suggest what to try and also, when scanning a picture in, does
one have the option as to what format it would or should be??
This picture is very small to begin with only about an inch to inch and a
half square.
Does the original size matter?

Open the bmp file in Paint.
Click on Save as and give the file another name.
Look in the box for File Type and change bmp to jpg.
This will not reduce the dimensions of the picture, but should reduce the
file size.

Your message raises several issues and I'll
try to answer a couple.

1) In Paint....if you go to...File / Save As...you
can open the "Save As Type" drop window and
choose a different format.

2) If you have an acceptable image and the file
size if too large....open the image in IrfanView
and go to...File / Save As...you will see your
"JPEG/GIF save options" pallet with the "Save
Quality" slider. (This allows you to adjust the
compression of the image) Move the slider
to the left slightly to reduce the file size. Now
resave. (Be sure to choose .jpg in the "Save
as type" drop window)

3) The format of a scanned image is determined
when you save it. (Open the "Save As Type" or
"Select a file format" drop window and choose the
format you require)

4) If you need the current version of IrfanView...

You can use any photo of any size of any type. Not being wasteful one would use the minimun. So what you have is good enough.

I am interested in making a photo smaller ie. a 5x7 to 1x1 for a locket
jewelry necklace. Which software package will do this? Thanks

To print a 1" x 1" picture...try the following.

First...crop the 5x7 to make it square.
If you do not have software that can
crop an image...you can use the freeware
IrfanView.

Download IrfanView 3.95

(get the plug-ins too)

When IrfanView is installed...go to...
File / Open...and browse to the image
you wish to crop.

If the image appears larger than your screen
in IrfanView...go to...View / Display Options /
Fit Images To Window...

Now...go to....Edit / Create Custom Selection.
If (for example) your original 5x7 image was
1000x1400 pixels...enter 1400 in the width
and height fields. Click..."Apply to image".

You will see a square frame on your image...
you can reposition the frame if you right
click / drag. When you are happy with the
position...go to...Edit / Crop Selection.

Now...go to...File / Save As...enter a name for
your image...choose a folder to save in...click
Save.

Now...open the folder and right click your saved
image...from the menu...choose Print...
(this will open your Photo Printing Wizard)

Next / Be sure the correct image is selected
and click Next...

If you are using Photo Paper...open Printing
preferences and the correct paper / Next...

Choose...Contact Sheet Prints.

You should see one copy of your square image
in the upper left of the template.

Next...(Printing should begin)

The finished picture should be 1" x 1".
