how to make highlither tool available in template

I've made a template for letterhead for our office. I have adequately locked
the headers and footers where the logos are. All seemed well until I tried
to use the highliter tool. It does not work! I've given permission to edit
the content to everyone...still no highliter, I've not restricted
styles...still nothing. Does anyone have an idea. tks

Dani, when you are using your template, does the header look faded out while
you are working in the document? Is there anyway to prevent this? I want it
to look sharp and bold when I send it to a client as an attachment in an
email.
