How to distribute specific rules to the entire organization

Is it possible to administratively set rules (in this case for a 1 minute
send delay) to all users of an Exchange organization? I don't believe you
can configure individual rules via Group Policy. Is there another way?

Thanks for the tip. I had forgotten about Mapilab. The server side ruleset
they describe doesn't have a facility for delaying/deferring message delivery
(http://www.mapilab.com/exchange/rules/list.html)

Is there no way to administratively configure client side rules?

No, and even if you could users would continue to have control over it since
they are owner of their own mailbox. They could easily delete it again.
