can rules be set to only run manually?

Outlook 2003 / Exchange 2000 and verizons Wireless Sync software, which
synchronizes Exchange box via a desktop app that monitors Outlook

I use rules heavily to organize all my incoming email. Currently they are
organized nicely into folders upon arrival. The problem is I just started
using a pocketPC phone and the wireless sync software (verizon's software -
called Wireless Sync) only syncs the Inbox. It will not sync any email from
a subfolder under the inbox or any user defined folder outside the inbox. So
because of my use of rules the email never gets synched because it is
immediately moved from inbox upon arrival to different folders.

the only thing I could think of was somehow changing my rules to not process
upon arrival but rather only manually? is this possible?

You can make Rules, then turn them OFF by unchecking the box beside each
Rule. Run them manually any time you want using Run Rules Now.
