HOW TO - Compose Msg with Hyperlink to different area of same Email Msg

Hi there...i send out a 'newsletter' type email daily, and i preface the
document with a table of contents - what i would like to do is to create a
hyperlink, from the TOC to the part of the document that it is referring
to - so in the following example the reader can click on Issue One (under
the TOC), and they will be taken to the Issue One Report:

SUMMARY
- Issue One
- Issue Two
- Issue Three

Issue One Report
xxxxxxxxxxxxxxxxxxxxx
xxxxxxxxxxxxxxxxxxxxxxx
xxxxxxxxxxxxxxxxx

Issue Two Report
xxxxxxxxxxxxxxxxxxxxxxx
xxxxxxxxxxxxxxxxxxxxxxxx
xxxxxxxxxxxxxxxxx

Issue Three Report
xxxxxxxxxxxxxxxxxxxxxx
xxxxxxxxxxxxxxxxxx
