How to email merge HTML page from Frontpage with Outlook

I have a one page html file made with Frontpage. It is like a mini
newsletter. I want to email merge it to contacts in Outlook. I want the
receiver to be able to see the page when they open the email. The pictures
in the html file point to files on the web.

How do I compose the email so that when it is opened the html file shows?

You can use a 3rd party addin like Easy Mail Merge:
