How to block double booking of meetings on a public Calendar

We have several conference room calendars where multiple people can schedule
meetings.
-The problem comes in when different views are used to view the calendars.
-Not all of the views are consistent to note an all day or reoccurring
meeting.
-They don't know or see the solid blue line that the room is booked for the
day.
-People have scheduled the room for a short meeting when room is already
booked.

Directors are wanting to set the calendars that if a meeting is already
scheduled another meeting can not be scheduled at the same time.
