How do I become the Administrator, so I can get a patch
to run?

When I open the program, it tells me I need permission.

Greetings --

Either log into the workstation using an account that has
administrative privileges, or log in using the built-in Administrator
account.

You can view the Administrator Account only in Safe Mode in Windows XP
Home. You can use the Administrator Account normally in Windows XP Pro.
In order to run a patch similar to the one you describe, you may need
Administrative permissions, but you need not necessarily be *the*
Administrator. Check to be sure that your User Account has Administrative
permissions. Double-click User Accounts in Control Panel, and the list will
show you what permissions each user has.
