How to auto-reply to "on behalf of"?

Outlook 2007 auto responds to a different email address.

The auto-reply created through a new rule ends up emailing the person that
is not "on behalf of" (not sending to original sender).

Example: The email says "(e-mail address removed) on behalf of (e-mail address removed)"

It ends up emailing "(e-mail address removed)" instead of "(e-mail address removed)". How
would I autoreply to (e-mail address removed)? Is there a VBA for this?
