How to add 'Open With'

Hi,

When I want to open a item associated with different file types, how do I
add the right click option 'open with'. This option is not showing on one of
my PC's.
I would like to 1. open with 2. Windows photo and fax viewer for Tiff files,
but I can't seem to get there. Any suggestions.
