How does Outlook handle long emails?

This happens in at least Outlook 2002 - why is it that successive emails in
a string move further to the right within a long email string? What I'm
saying is that if you have an email with a lot of replies/forward each email
in the string moves further to the right within the body of the email. Any
ideas?
 
In HTML mail items Outlook indents each level of the string. In Plain Text
mail items that shouldn't happen
