How does crl.microsoft.com work?

Hello, I've seen a couple of non-microsoft
applications attempt to
access this website thanks to my firewall.

I know it's something to do with security certificate
revocation, but I'm unable to find out what it actually
means.

Who is initiating this check? The application? If so why?

Or Windows XP on behalf of the application? If so why?

Is this mechanism actually protecting me from something,
or trying to enforce something?

Software publishers often design their programs to occasionally
check for updates to their programs or help files. Windows XP
doesn't initiate this action on the behalf of third-party applications.
