How does Calendar permissions affect meeting requests?

A meeting request in Outlook was sent to several staff and non-invited staff
recieved the request. Is there a conflict if the organizer of a meeting
share's their Calendar (Tools/Options/Calendar Options) with a non-invited
member?

It sounds like some of your staff set up delegates rather than simply sharing their calendar.
