How do you - using Windows 2000 - require a password before ............

Is there anyway that (using Windows) 2000 you can require
a password for someone to open a folder on your PC? This
assumes that it is a home PC and not a network or business
PC.

No, there is not a built in way to prompt for a password as in Windows 98. W2K
and XP provide security to access folders and files by creating user accounts
and ntfs file permissions [via folder proerties/security] that can restrict
which users on the operating system can access those folders/files and to what
degree such as list, read, execute, write, modify, and change permissions. Keep
in mind however that ANY administrator on the computer can access files even if
they do not have permissions to the files as an administrator can always grant
themselves permissions. See the link below and the parts for XP Pro are very
