how do you reboot with out disk?

Installed Video Memory 174 MB

Storage
Hard Drive Capacity 40 GB

DVD Read Speed 8 X

Display and Graphics

Display Type TFT active matrix
Graphics Processor Intel GMA 900
Included Video Card Integrated Intel®
Resolution 1280 x 800 pixels
and i used to have a ibm that could be rebooted by pressing f7 and i could
reinstall all of my hardware

My question is can my computer be rebooted to re register my computer and
reinstal my programs ?reason is i baught a used computer and its all trashed
up and the disk claims its full

I think your using the wrong terms.
ie rebooted maybe should be reformatted and operating system reinstalled?

if you have the original installation disk that came with your pc, easy
if not you will need to go out and get a new copy of XP.
Hopefully you got the operating system cd????????

To do a clean install, boot the Windows XP install CD-Rom. Setup inspects
your computer's hardware configuration and then begins to install the setup
and driver files. When the Windows XP Professional screen appears, press
ENTER to set up Windows XP Professional.

(Note: If your drive controller is not natively supported then you'll want
to boot the Windows XP CD-Rom. Then *F6* very early and very important (at
setup is inspecting your system) in the setup to prevent drive controller
detection, and select S to specify additional drivers. Then later you'll be
prompted to insert the manufacturer supplied Windows XP driver for your
drive controller in drive "A")

Read the license agreement, and then press the F8 key to accept the terms of
the license agreement and continue the installation.

When the Windows XP Professional Setup screen appears, all the existing
partitions and the unpartitioned spaces are listed for each physical hard
disk. Use the ARROW keys to select the partitions Press D to delete an
existing partition, If you press D to delete an existing partition, you must
then press L (or press ENTER, and then press L if it is the System
partition) to confirm that you want to delete the partition. Repeat this
step for each of the existing partitions When all the partitions are deleted
press F3 to exit setup, (to avoid unexpected drive letter assignments with
your new install) then restart the pc then when you get to this point in
setup again select the unpartitioned space, and then press C to create a new
partition and specify the size (if required). Windows will by default use
all available space.

Be sure to apply SP2 or at least these two below to your new install before
connecting to any network. Internet included. (sasser, msblast)

and then proceed with a "clean install".

First, note that to "reboot" a computer is to start it up again--something
that most of us do every day, if not more often.

What you want to do is *reinstall* Windows, not reboot your computer.

OEM vendors are required by their agreement with Microsoft to give you a
means of reinstalling, should it be necessary. They can do this in one of
three ways:

1. An OEM copy of Windows
2. A restore CD
3. A hidden partition on your drive, with restore information.

If you don't have 1 or 2, you should have 3, but you should contact your
vendor to find out.
