I don't believe you can, by definition, anything attached to the IDE
channels is NOT removeable. Although YOU consider it removeable, the fact
you're using a mobile HD rack w/ drive cage is, as far as XP is concerned, a
non-removeable drive because it's still using IDE. It's not the enclosure
that makes something removeable or not removeable, it's the interface! In
this case, IDE is assumed non-removable. In contrast, had you used an
external USB or Firewire based enclosure, then this would be considered
removeable. So once you went the mobile HD rack route, you locked yourself
into the requirement of all IDE based devices, namely, it requires a
shutdown and reboot to recognize the device.
