background images are either still pix or video clips... and go on the video
track of Movie Maker 2....

use the title wizard of MM2 to make a title overlay and put it on the
selected clip... if you put it on the video track instead it won't play over
the background.... but you can drag it to the title overlay track.

Maybe I don't know what you're asking about... and need more info

Go to the tools menu and select titles and credits. From there, you will
have a choice of where to place your title. Choose the clip option, and there
you are
 
I think ive managed to get the title how do i get the back ground as well as
having the title
