How do I unlock files in Windows Explorer?

I created a .jpg file and when I went to open it, I got a
message stating the following:
"This file is locked. Use the Properties command in
Windows Explorer to unlock it."

Result: The properties command in Windows Explorer does
not indicate how to unlock this file. There is no
indication (i.e., lock icon) that this file is locked.
There is no security tab either.

Is there another way to unlock files in "Properties"?
