How do I turn off Autoplay but keep AutoInsert?

I have found many references on how to turn off the
Autoplay and AutoInsert notification, but they both seem
to be synonymous. My question is simple: How do I turn on
the AutoInsert notification portion, but turn off the
Autoplay feature?

For those who need more clarification, the AutoInsert
notification is when Windows actively monitors removeable
media drives for a change in media (i.e. switching CDs).
Autoplay is where Windows automatically runs the
appropriate program for the content of the removeable
media (i.e. lauches your CD playing software for music
CDs or launches the program listed in the AUTOPLAY.INF
file on the CD).

The autoinsert needs fairly hard action to turn off (it can be done in
TweakUI) Turn off Autoplay for given 'types' of disk at My Computer -
r-click the drive - Properties Autoplay. There select the type of disk,
in particular Mixed for program installation CDs and the like - and
click in Select Action. Highlight 'No Action' and Apply

You may also, next time, get the dialog come up and have to choose 'Take
No action' and check the 'always do this'. Doing both usually gets it
over that you mean it.

All of this I have done, but there still exists the
problem of it reading the AUTOPLAY.INF file and running a
program when an application or game CD is placed in the
drive. This is the main thing that needs to be shut off.
