How do I stop users from moving/copying public folders

We thought we had lost a public folder. But as it turns out a user with
create/read/edit and delete all permissions set on the folder was able to
move the public folder to his Inbox. I reset the edit/delete permissions on
the items in the folder to none and he said he was still able to move it.

We use the public folders extensively and I do not want users to freely move
the folders wherever they wish. How do I remove the capability to the user
from moving/copying the public folders?

do you use more than one public folder server and how long did you wait to
test after setting permissions to none? did you set them on the folder in
outlook or in the AD?

Thanks for the reply.

We have all the public folders homed to one server with replication between
two other servers. I reset the users permissions last Friday and the user
notified us that he was still able to do it this morning. And the
permissions were set via Outlook.
