Gaining access to public folders

Greetings,

I am an exchange newbie, but I was wondering if there was a way for an
exchange admin to grant himself permissions to a public folder for which he
has no permissions?

Here is the situation;

A user has lost her access to some public folders. But I can't check or
give permissions to the folder because I do not have any.

Is there any other way to help her?
