How do I stop the taskbar NOT auot hiding?

I always have this niggling problem: the taskbar will stay up and
refuse to go down.

Normally this happens when somethign wants attention.
OK... I don't like it hijacking the taskbar... but I suppose I could
live with that as I can click onw hatever needs attention and thereby
minimise the taskbar again.

BUT... what really really gets to me is when the taskbar stays up and
refuse to go down!
Sometimes it's impossible to figure out what wants attention.
I've fiound that my internet connection icons in the bottom right hand
is the culprit most of the times for me.
Other times though... it's really hard to figure out.

A lot of the time... I have to click on every single folder that is
open... and only then will it go down!

What's the solution?

There should be a folder group in a Orange color that reflects what wants
your attention.
Have you used TweakUI XP and changed the Taskbar Notification Grouping
options?
