how do I stop regular email from going to my junk email folder?

I have set up a junk email folder, but for some reason, some of my regular
contacts are going into the junk email folder instead of my inbox. I don't
know how to stop this. I tried setting up a new "rule" for one of them, but
now I get two copies of her emails instead of one.

Remove ABCD from Email address to reply

Depending on the version of Outlook you have Actions>Junk Mail>Add sender to
safe senders list

I have Outlook 2002. When I go to Actions>Junk Mail my only options are "add
to junk senders" or "add to adult content senders". Any suggestions?
