How do I stop folders from opening Maximized?

Hi,

Everytime I open a folder it is maximized. I do not like that. I want
them to open the way I choose. Here is what I have been doing.

Double click on folder to open.
Folder opens maximized.
I then click on the uppermost left.
Then click on restore.
I then size the folder to the way I would like it to be.
I then go to Tools/Folder Options, and click on view.
I look in view to make sure that the box Remember Each Folder's View
Settings is checked.
I then click on Okay to close the Folders Options.

After I turn the computer off, and return sometime later.
I click on lets say Program Files it opens maximized. I do not want it
to do that.

How can I stop it from doing that? Is there a registry entry that might
help?

Double-click the top bar to restore. (One step instead of two..)
I then size the folder to the way I would like it to be.

Now press Ctrl as you close the folder to set its size. (Sometimes it
works..)
I then go to Tools/Folder Options, and click on view.
