how do i stop email mapi spooler has begun transmitting

email sitting in outbox for weeks. can't delete. say mapi spooler has
started transmitting. help

Put Outlook into offline mode. Exit Outlook. Reload Outlook. Delete item.
Put Outlook back in online mode.
