Works (powers up) that way for me on 2 Asus boards (hit shift to start, or move the mouse), but not on an Intel board.
Check the power section in your BIOS to see if there is "Wake on PS2 KB/PS2 Mouse/CIR" setting. Requires ATX board and power suppy.

Thank you all for your replies. I have found out how to do this. It seems
that you can't turn your computer on from the keyboard. You can however,
wake it up, if instead of turning it off you put it in stand by.
And I'm telling you I can physically pull out the power cord, plug it back
in, and Ctrl-Esc still powers the machine on. If you don't believe me,
that's your prerogative.
Of course I believe you. Your PC must have some power to it or else it
couldn't detect a key depression. But, unplugging it and replugging it and
still being able to start it from the keyboard is a very good feature. If I
unplug my PC while it is in standby it won't start on a key depression. The
difference probably, is in the features or the settings of the BIOS.
