how do i add myself onto my computer as an administrator if my brother is
already on it as an administrator

Why that question?
There is no technical limit I am aware of that has to do with the number of
admininstrators on a system.
 
boot to Safe Mode and select the Administrator account. From there you can
create an account for yourself and give it administrator privileges by going
to the Control Panel->User accounts. Or just as your brother to do this for
you from his account.
