Two Administrators Questions

Would appreciate any help possible.

I already know how to log onto the Administrator's site in Safe Mode. What I
would like to know is:-
#1. How to become an Administrator outside of the Safe Mode. The steps would
be necessary, please.
#2. In the event of my not being "permitted" to be an Administrator outside
of the Safe Mode, how do I as Administrator download programmes?

While login normally, at Login Window press CTRL+ALT+DEL - twice -. It will
bring up the another window to login. Type the Administrator name and
password and there you go.

To run a program as administrator while working in another user. Right-click
on the program and choose Run As..

Only works in a Pro system, the CAD option is not available in a Home
system.

As long as you have an administrator-level account, there is no reason it
cannot be used in normal mode to install software. T

Simply log in using the built-in Administrator account (which
cannot be deleted) and use Start > Run > "control userpasswords2" to
modify the desired account(s) to have the privilege level desired.

A moot point, but simply select "Safe Mode with Networking."
