How do I set up my outlook toolbar so my buttons are not faded?

To Whom It May Concern:

I've added the format toolbar to my Microsoft Outlook toolbar menu.
However, all of the buttons are faded so I can not access them. Can you tell
me how do I make the buttons on my format toolbar clearer so that they are
accessible when I'm writing a new message? Thank you.
