The Office Button & Quick Access Toolbar are not showing up in Out

How do I get the Office Button & Quick Access Toolbar to show up in Outlook
2007. They are in Office and Excel, just not Outlook.

That's normal. Neither of those show up until you select
New-Mail/Contact/Appointment etc etc.
