how do I enable the Tools Customize in Outlook 2007?

Hi,

Today several customized toolbar options are missing from Outlook. I went to
add them back to the toolbar, but the Customize option is disabled (both
under Tools, and at the end of the toolbar).

How can I turn the Customize command back on so I can add the Purge button
back to my toolbar?

Did your Outlook perhaps start in Safe Mode?
Restart Outlook, or even restart your PC to verify that Outlook is being
started in Normal mode.
If you still cannot customize your toolbar afterwards, reset your toolbars
by renaming outcmd.dat to .old
