How do I edit the Outlook new message toolbar?

I've just had Outlook reinstalled. When I try to edit the new message
toolbar by right clicking in the Toolbar area, the Customize option isn't
available. Then, when I click in the message area and retry to Customize,
the Customize option is available, but the new message tooolbar disappears
and I can't edit it.

Which version of Outlook are you using and are you using Word or Outlook as
the email editor?
