how do i set up an access db for users w/out ms access?

Please no caps. They're hard to read and considered to be rude shouting.

If using Access 2007, this capability is built in. If using earlier version,
you can use MapiLab's Easy Survey.

You can also collect data using Excel and import it into Access, or even
build Access runtime files which can be installed on user machines without
Access.
