How do I set up a tracking tab in Outlook

How do I set up tracking in Outlook so that when I go to my sent items and
open up a message that was sent to several people, the tracking tab shows up
and tells me if the message was read or not. I was able to do this in 2000
but I am having problems setting it up in 2003

Are you requesting read receipts? If not, then this feature will not work.
It also will not work if the recipients of your mail decline sending a read
receipt.

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
