how do I set up a custom calendar in Outlook?

I need to send an invite to about a 100 people with events on random dates. I
would like to send this invite using one invite, so people can accept this
invite and their calendars in Outlook shows the different dates where an
event is scheduled.

For example, all the techies in the US need to see in their Outlook calendar
when our business partner in India is closed because of public holidays there.
