I know how to make my custom designs into a background using the fill
effects, but the presentations end up being huge and take forever to spool to
a printer. I want to know if there's a way to make a new template that I can
choose right from the design drop down in PP. Or at least make it have the
same attributes to keep my file sized reasonable.

Help?? I've been trying to figure this our forever.

After choosing a design, go into the Slide Master (View > Master > Slide
Master).
You can do your editing there. After finishing your work, click File > Save
As. Under save as type, select powerpoint template.

If you want to make a template, open PowerPoint. Go to Slide Master. Add the
background and save it as PowerPoint Template.
