Content Template - not design template

[Eleanor of Aquitaine]

We've created a series of PP presentations which we post on our company web
site. Users download these presentation and use them as "templates" for their
own presentations; they have to keep the same tables and formats, etc., but
they populate parts of some slides with their own information.

I'd like to set these up as real 'templates', but I can only find
instructions for "design templates" and we only have PP 2003.

Am I missing something obvious? Or maybe this isn't possible in PP 2003?
