How do I restore the "It is safe to turn off your computer" screen?

I have windows Xp pro.
When I go to start and then shut down my computer turns completely
off.

I would like to known now to restore the "It is now safe to turn off
your computer" screen so the computer will not turn off automatically
and letting me turn it off by the power strip.

I do not have the NT APM/Legacy interface option in device manager.
Also I not have the option for Power management in the Bios.

Any help will be appreciated.

Uninstall WinXP and re-install Win98 or ME.

WinXP makes use of the advances in hardware that have taken place since
Win98 and ME were introduced. There is no need to have the user hit the
power button anymore.

I don't really see why you should want to - I let it shutdown
completely, powering off, and *then* turn off the power strip.

To get the message you would have to reinstall Windows using APM instead
of ACPI - Set the BIOS to boot CD before Hard disk, then boot the XP
CD, start Setup (do not take 'Repair' at this stage), then after the
license agreement take 'Repair Installation'. This will retain your
existing software installations and most settings. But Updates will
have to be run again, especially SP1; and if you have drivers that only
arrived with that, like USB 2 ones, you will need to update drivers for
the devices concerned. You may find that things like virtual memory
settings and some aspects of appearance have reverted to defaults

At the first reboot, change the boot order back to Hard disk first. You
will then on continuing get a black screen with a white bar - 'Hit F6 to
install special. . . '. Hit F7 instead; nothing will appear to happen,
but the system will install without ACPI.
