How do I reset tabs so SHIFT+TAB will DECREASE indent?

Here's my problem:

I'm using Word 2003. When I use SHIFT+TAB, the indents continue to increase
instead of decrease. I tried Tools>AutoCorrect Options>AFAYT>"check" Set
left and first-indent... and the problem still exists. I noticed this
problem when I was building an outline and the outline wouldn't set up my
next lower level. Thanks in advance.
