How do I recover deleted items after closing Outlook?

I am using Outlook with Exchange. When I quit Outlook, I lose the
possibility of recovering Deleted Items. I am saving deleted items for seven
days on the Exchange server. I am missing a setting or is this the way
Outlook is designed to work?

You mean Tools-> Recover Deleted Items? This is how your admin has
configured the Exchange server. Contact him/her if you feel that these
retention settings lower productivity.
