How do I re-enable basic functions in Outlook 2007?

As a novice, I was playing with some of the cmds in Outlook 2007,
specifically Tools -> Options. Now a number of the funtions are greyed out
and unavailable, such as creating new email messages, replying to existing
emails, the "Customize" and "Options" under the Tools Menu are no longer
available. I tried to rename the outcmd.dat file to .old but the file
doesn't appear to exist. Can someone help a novice restore these basic
Outlook functions? Thanks.

As far as I know Outlook has been activated. I had been using the program
for about a week to view my email. I had set up my two hotmail accounts in
Outlook and have been using Outlook to view, send, reply to email from those
two accounts. On a related note, I just also noticed that these two hotmail
accounts are now gone - I no longer have Inboxes setup up. What is going on
- and what am I doing?
