Does anyone know how to prevent this from happening?

I have no problem deleting the files in that folder, but cannot figure
out how to stop files from being saved there.

Thanks.

You can't stop Outlook from saving files there. It needs to create temporary
files somewhere, so why not there? Besides, why would you care? They're
TEMPORARY files and not meant to be used by anything except Outlook.

you can't stop outlook from saving the files before opening but you can move
the folder

Stop opening them inside of Outlook. After all, the attachment has to
get saved *somewhere* if you OPEN it.
