How do I pause a lstart-up Windows so I can read an error message

My Compact Presario laptop is not loading the operating system. When I press
the start button, it begins to boot, and quickly shows me a two-line error
message the top of the screen. It is too fast for me to read.

How can I pause to read this message?

Just in case you may have other words of wisdom for me, let me give you the
whole sad story.

From the start button, the computer quickly shows an error message, and then
the Windows log, and then it continuously tries to re-boot, with a blank
screen between trying to re-boot.

I have been able to an F8 for Safe Mode, but when I select Save Mode it does
not go into Safe Mode. Instead it does what it did before and that is to
re-boot to no avail.

If I can fread the error message, maybe I can get help, but to do that I
need to pause the screen so I can read it.

You turn off the policy which causes Windows to restart the computer on
error.

Jim, thank you very much. This worked and it stopped the screen at the
message.

I tried "Last Know Configuration" from Safe Mode, and the same problem,
occurred.

The error message I get is:

STOP: c0000135 (unable to locate component)
This application has failed to start because USER32.D11 was not found.
Re-installiing the application may fix this problem.

Any suggestions as to where to go from here?

User32.dll is a windows file. It is supposed to in \windows\system32.
Evidently the file is not in the correct location, but why is not clear to
me. Perhaps their is a backup copy somewhere.

Jim, OK, thanks. I will need to sleep on this tonight. As far as I know
nothing was updated in the computer. I will try to Google some more. Thanks.
