How do I number headers in form 1.1, 1.1.1, etc?

I am unable to create style in which paragraph headers are numbered in legal
number form such as
1. xxx
1.1 yyy
1.1.1 zzz etc.
This was easy to do in Word 2003!
 
If you had a template that used such numbering in Word 2003, it will work in
Word 2007.

The way in which it needs to be set up has not really changed.

If you create a template to hold your numbering scheme, you can use that
template as the basis for new documents (using File > New) and the new
documents will then inherit your numbering scheme. To do that, see:

This question is about Word 2007. I know that document created in Word 2003
can be transplanted. Would like to know how to create this template within
Word 2007.
 
You re-invent the wheel in the same way as it was done in Word 2003. To get
to the Styles dialog, click at the right hand end of the Styles label in the
Home tab of the Ribbon.
