how do i merge two clips completely?

i have two clips and i want to drag one into each other
so they can play at the same time ..but i cant do it. i
cant drag the second one completely into the first. the
are two seconds in the beginning remaining empty.what i
mean is that they dont begin to play at the same time.
the second begins toshow 2 seconds after the other. is
there a way to make a clip start EXACTLY at the same time
as another?

Maybe you could try placing 2 seconds of blank recording
at the start of one of the clips, overlapping them, then
re-edit the movie afterwards to cut out the gap
