How do I launch MSOutlook for every new user I create?

Eveytime I create a new user, I have problems starting the factory installed
MSOFFICE tools for the first time. In the case of MS Outlook, it tells me
that file SKU111.CAB cannot be found. How do I start MS Outlook?
