how do i get rid of norton completely

How did you uninstall Norton? If you used the uninstall item from the
Start>All Programs>Norton menu list then it should have removed the Live
Update feature. The same goes for using Add/Remove Programs from the
Control Panel.

the symantec site (somewhere) has a tool to completely remove it;
add/remove programs often leaves stuff behind. HOWEVER, if your goal is
to remove all traces and then reinstall to "renew" your virus def
subscription, they're wise to that!

manually, run add/remove and uninstall it, than CAREFULLY and COMPLETELY
explore your disks and delete all the symantec folders; be sure to enable
the "view hidden/system files" in Folder Options. Next, using regedit,
look for all keys w/ SYMANTEC in the name, and all keys that ref symantec
or norton folders. Delete all those keys. I'd advise creating a restore
point before munging w/ the reg, just in case.
