I get an error message at Outlook start up. When I check for com add-ins I
get the same error message. The only add-in available is Norton Antispam
Outlook Plugin which I believe is related to Norton Internet Security. I
have tried uninstalling and re-installing the program, but nothing seems to
work. Help.

Start Outlook in safe mode ("outlook.exe /safe") and then see what
add-ins you installed (Tools -> Options -> Other -> Advanced). You can
disable them or choose to uninstall them. You likely have an add-in
that isn't compatible with whatever is the latest Office service pack
you installed (probably SP-3). That means you need to get an update to
the add-in which is compatible.
