How do I enable 'open file from current location' in IE6

"open file from current location" is disabled and greyed
out in IE6 download dialogue ("save file to disk" is the
only option).

I need to allow users to open the file without saving to
disk but I cannot find the MMC entry, the option in IE6 or
Windows Explorer, the registry entry or the relevant
control panel applet to re-enable this option.

Help!

Incidentally, the OS is Windows 2000 SP3 on a Dell GX60.
